This scanner was found inside the mountaineer but it’s purpose was never shown. It appears to be of importance as it’s not something you’d normally find.

The scanner was used by the individual in the car (the stalker) to ensure there weren't any police inbound due to anyone reporting anything.

Matthias: it would be cool if you could go further with it though. Maybe he was talking to somebody in the police with it or something.
